AK Party Kocaeli Deputy Sadettin Hülagü, one of the first signatories of the bill, spoke after the completion of the negotiations on the entire bill. One of them is doctor academicians. They finish school, it is an obligation; they specialize, they have an obligation; they complete a sub-branch, it is an obligation. People who go through a long-term appointment are not easily trained. In medicine, especially after passing the age of 45-50, the teachers are more experienced. The teacher here is not to enter as practical young specialists and perform every surgery; "It is very important for him to be a mentor," he said.

Drawing attention to the importance of retired academics transferring their experiences to young people, Hülagü said, "We have very valuable professors. We want our retired professors, at least those who are in good health after the law is passed, to come and at least pass on new techniques and experiences to young friends. Of course, criteria will be introduced for these. It is very important that the university needs it first."

Referring to the problems experienced in the past regarding the equivalence processes of those who completed their doctorates abroad, Hülagü said:

"Those who have completed their doctorates abroad are required to work abroad for 230 days, 250 days. The man brought a diploma from the university, the University of Maryland. He says, 'I got it.' You ask, he says, 'Yes, the diploma is ours.' But it does not comply with the law. We said, 'Then let's write a letter to the General Directorate of Security. How many times has the person gone abroad, according to their passports?' Believe me, there are 17 days. There were friends who were trying to get equivalence for 23 days. We canceled all of these. "There was no fight or noise whatsoever."

Referring to the recruitment process of research assistants, Hülagü stated that there were no interviews during his term as rector and said, "We did not do such a thing as an interview during my rectorate period either. When we announced the position of research assistant, 60 percent of ALES and 40 percent of English... It was necessary to call 10 people for a position. A ranking was made. In the second elimination, 30 percent of the student's school graduation grade point average, 40 percent of ALES, 15 percent of English, "If I remember correctly, 15 percent is the interview part...
