Hainan reiterated its goal to ban the sale of gasoline vehicles by 2030. According to the plan, all new and replacement vehicles, except special purpose vehicles, will be NEV. NEV share is expected to increase to 45 percent.
Hainan was the first region to announce this target in 2018. The plan shows China's determination at a time when green policies are retreating in the West. The state's share of clean energy will reach 80 percent by 2030. As of October 2025, NEV penetration was 67.14 percent.
NEV production in China exceeded 16.52 million units in 2025. Hainan's renewable energy capacity reached 50.1 percent. The state aims to increase clean energy with offshore wind and solar projects.
