In the General Assembly of the Turkish Grand National Assembly, the group proposals of CHP, Dem Party, İYİ Party and New Path Party regarding the agenda were not accepted.
At the General Assembly, group proposals regarding "local government budgets" of the New Path Party, "Turkey-Iraq oil pipelines" of the İYİ Party and CHP, and "closed penal institutions" of the DEM Party were discussed separately.
Speaking on his party's group proposal, İYİ Party Afyonkarahisar Deputy Hakan Şeref Olgun evaluated the arbitration process in the Iraq-Türkiye Oil Pipeline. Arguing that Türkiye may not be sentenced to a compensation of 1.47 billion dollars, but to a compensation that may reach 3 to 3.5 billion dollars, including interest and other financial burdens, Olgun said, "So, who will pay this bill? If this is true, will those who signed these decisions pay, or will those who profit from this process pay? No, this price will still be paid by retirees, workers, farmers, tradesmen and 86 million citizens." he said.
New Path Party Ankara Deputy İdris Şahin stated that they did not speak to incriminate anyone. Noting that they want the Parliament to investigate who followed this process, who traded in this process, according to which legal standards the oil flowed through the oil pipeline was carried out in this process, and who is responsible for this amount that will now be paid on behalf of the nation, Şahin said, "Who gave this privilege? Why was there no tender? Who gained how much from this trade? How was the case in Paris conducted?" he asked.
DEM Party Mersin Deputy Ali Bozan stated that a decision was taken by the then Council of Ministers on July 18, 2011, and claimed that Türkiye would be sentenced to compensation in accordance with this decision.
Reading the names of the ministers who served at that time, Bozan said, "The basis of the decision made by the Arbitration Court today is the decision of the Council of Ministers dated 2011, and the responsible ones are the ministers who signed this decision." he said.
CHP Istanbul Deputy Özgür Karabat said that one of the largest compensation payments in the country's history has come to the agenda.
Claiming that the arbitration decision was hidden from the public, Karabat said:
"The investigation proposal demands that this company's partnership structure, money flow and responsibility of public officials be investigated. When the law is broken just because a handful of people will make a fortune from oil trade, the penalty will be paid from the taxes of retirees, workers and tradesmen. There is no such plunder. Therefore, let's establish a commission, let's reveal the signatures, accounts and offshore connections. Let's make those who caused this damage pay this bill, not the nation."
Chairman of the Turkish Grand National Assembly Justice Commission and AK Party Istanbul Deputy Cüneyt Yüksel said that the investigation proposal is merely an attempt to take the legal dispute arising from an energy agreement between Turkey and Iraq, which has a history of nearly half a century, out of its context and turn it into a political accusation file against the AK Party governments.
Underlining that it was decided that both countries should pay compensation to each other in the arbitration case, Yüksel said:
"Since Türkiye's receivables go back to the 90s, interest will also be applied to them and, of course, our receivables will be much higher. The decision on this will be made in the court at the enforcement stage. Who owes to whom and how much will become clear as a result of that court. As of today, there is no final decision in this sense. Instead of voicing Türkiye's claims, you are saying things that even Iraq did not demand. But we know very well what the issue here is. Türkiye's President Recep Tayyip There are those who are disturbed by Erdoğan's leadership in producing oil in Gabar and natural gas in the Black Sea and its strengthening in nuclear and renewable energy. There are those who do not want Türkiye to realize energy projects all over the world and become stronger on a global scale. In short, while we are fighting for a fully independent Turkey in energy, you, our nation, are trying to produce political material by distorting the ongoing legal processes. He knows very well that he defends it with determination."
In the votes held after the meetings, the group proposals of CHP, DEM Party, İYİ Party and Yeni Yol Party were not accepted.
On the other hand, the proposal of New Path Party Antalya Deputy Şerafettin Kılıç to include the Bill on Amendments to the Higher Education Law directly to the General Assembly agenda was not accepted in the voting.
At the General Assembly, discussions began on the Bill on Amendments to Certain Laws for the Effective and Efficient Operation of the Judiciary, known publicly as the "12th Judicial Package".
