Sadullah Uzun, General Director of National Technology and Artificial Intelligence of the Ministry of Industry and Technology, stated that the action plan will have artificial intelligence for all citizens with all its layers and dimensions, and said, "We will design an artificial intelligence section integrated into the e-Government Gateway." he said.
The talk event at the Culture and Civilization Foundation (KÜME), where Türkiye's Artificial Intelligence Action Plan, its goals in the field of artificial intelligence, priority application areas and steps for the future were discussed, was moderated by Ozan Ahmet Çetin from the KÜME Foundation and with the participation of Sadullah Uzun, General Director of National Technology and Artificial Intelligence of the Ministry of Industry and Technology.
Speaking at the event, Uzun, General Director of National Technology and Artificial Intelligence of the Ministry of Industry and Technology, said that artificial intelligence-related infrastructures are ahead of the solutions offered, and that people are beginning to discover the aspects of artificial intelligence that make their lives easier in daily life, rather than the entertaining aspects, and to develop solutions in verticals.
Uzun made evaluations about Türkiye's place in the world in artificial intelligence and said:
"There is a report published by the United Nations (UN) last week. It contains striking data about the investment size of artificial intelligence in the world and the point it has reached. For example, it says that when we look at the processors and infrastructure with the highest 500 processing capacity in the world, 75 percent of it belongs to the USA, 15 percent to the Chinese. We see that 90 percent is covered by two countries. 10 percent is now in Europe. It is an incredible model.
In 2025, the US has around 60 language models, China has around 35. 13 in the rest of the world. This is the picture in the language model. The role of the private sector in artificial intelligence models worldwide is around 90 percent. Because we are talking about billion-dollar products that are in serious economic need. "We are especially talking about the technological system pioneered by America and China, financed and led by the private sector."
"The issue of a strategic plan for the development of sectoral artificial intelligence solutions is important"
Uzun stated that while Türkiye is positioned in the system in question, the Turkish society has a high ability to adapt to innovation and adaptability, and that when they are equipped with technical skills, it is inevitable that successful application examples will emerge.
Stating that Türkiye has a serious accumulation of knowledge, especially in the industry and health sectors, tourism and agriculture, Uzun said, "Türkiye has an accumulation of both experience and data in these sectors. The issue of a strategic plan for the development of sectoral artificial intelligence solutions is important." he said.
Uzun stated that they think that the public sector in Türkiye has a serious guiding power and that they believe that if this power is directed in a way that supports the artificial intelligence ecosystem, a collective success will emerge.
Reminding that a serious target was set to spend 2 percent of the public investment budget on artificial intelligence solutions, Uzun said, "This will motivate the ecosystem. In that sense, it becomes an encouraging element for investment in Türkiye. We will have our own artificial intelligence regulations." he said.
Stating that they held separate workshops with NGOs, entrepreneurs, global companies and academicians within the framework of the task given to TÜBİTAK while preparing the action plan, Uzun stated that they held workshops in which they contacted a total of 500 people.
Uzun said that they opened a website simultaneously while the workshop was being held and said, "We asked the public. We asked open-ended what actions you would recommend in Türkiye's artificial intelligence action plan. Nearly 100 thousand participants directly participated in this site. It was an activity that touched every age group." he said.

Stating that all citizens will have artificial intelligence in all layers and dimensions of the action plan, Uzun said, "We will design an artificial intelligence section integrated into the e-Government Gateway. Here we will complete an artificial intelligence assistant for all our citizens. The primary function of this artificial intelligence assistant will be; we will measure the artificial intelligence literacy level of each of our citizens. This will also be a cute test. In fact, our dream is to create an interaction by sharing my artificial intelligence score, which will come out as a result of the test, and how yours is." made his statements.
Making evaluations about the investments, Uzun said that they aim to ensure that the private sector invests in this field by using the leverage effect of the state's participation.
Uzun stated that the 10 billion dollar investment within the scope of the main item is an item that covers infrastructure investments such as processing power and data center related to artificial intelligence, and continued his words as follows:
"We have two separate calls regarding artificial intelligence within the scope of the HIT-30 Program. One is a call for data centers, one is a direct call for artificial intelligence, and one is a call for data centers, the other is a 1.6 billion dollar call, and the other is a 1.5 billion dollar support and incentive budget, which we have already announced is 3.1 billion dollars. In fact, the investment that the private sector will make if the 3.1 billion dollar incentive is received is actually our main intention. If we are making an incentive, we expect the private sector to invest by putting on it with a leverage effect."
