AK Party Sinop Deputy Nazım Maviş said, "The bill, which includes regulations regarding student amnesty and higher education, contains positive articles and has a positive content in terms of increasing the activities of our universities and the quality of our universities." he said.
Negotiations on the Higher Education Law and the Proposal on Amendments to Some Laws, including regulations regarding student amnesty and higher education, were completed in the National Education, Culture, Youth and Sports Commission of the Turkish Grand National Assembly.
Speaking on the entire proposal, İYİ Party Manisa Deputy Şenol Sunat criticized the government's attitude in the legislative process.
Arguing that the parliament's specialized commissions have been neutralized, Sunat said, "This regulation, which concerns teachers, cannot be passed by putting it in an omnibus law without listening to teachers' organizations and without discussing it in detail in the commission. This commission is a constitutional specialization commission where the nation's education problems are discussed, solutions are produced and the executive is inspected. It is not at all an approval authority where only proposals from the executive are discussed. It is an institution that brings the problems to the agenda and carries out inspections on behalf of the public." he said.
DEM Party Mersin Deputy Perihan Koca criticized the interview system in teacher recruitment and noted that previous promises were made that the interview would be abolished, but these promises were not fulfilled.
CHP Istanbul Deputy Suat Özçağdaş argued that the Commission did not discuss the problems in the fields of education, youth and sports, and said, "27 million 500 thousand citizens, 65 thousand schools, 207 universities... We have not talked about these issues for 2 years. Youth is a part of this commission. There are 20.5 million young people, 25 percent of Türkiye. We did not talk anything about it. In the field of sports, 63 federations, more than 100 organized sports. "There are 19 million registered and 5 million active athletes. We did not talk about anything related to sports. There is an approach not to convene this commission." he said.
Touching on the problems of paid teachers, Özçağdaş continued as follows:
"They are people with no security, teaching the same course as paid teachers, which you confine under the name of 'minimum wage'. 10 percent of paid teachers do not even have a four-year university degree. It is not a bad thing, but they cannot become teachers. More than half of them are not graduates of the faculty of education. There are no criteria for the selection of nearly 100 thousand paid teachers. You appoint whoever you want. That is the one you actually prefer. Shouldn't we say this? Shouldn't the commission be convened on these issues? Are we not going to say these?"
"It is positive that YÖK has narrowed down the quotas"
AK Party Sinop Deputy Nazım Maviş stated that a bill has been prepared to improve the activities of higher education institutions and universities.
Pointing out that there are elements in every bill that will be discussed, criticized, negotiated, and that would be desired to be better, Maviş said, "However, in terms of its general terms, the bill before us contains positive items and has a positive content in terms of improving the activities of our universities and the quality of our universities. We will always have reform expectations. But not every proposal is always a reform. The proposals are also improvement suggestions. Therefore, I see the proposal here as important in terms of improving the activities carried out so far." made his assessment.
Sharing information about the content of the proposal, Maviş continued his words as follows:
"There are many issues in the proposal that will contribute positively to the production of knowledge in our universities. One of them is a regulation that allows our faculty members, who had to be disconnected from the academy due to the 67-year-old retirement limit, to continue their relations with the academy through two-year contracts if our universities need it, thus allowing our faculty members, who are considered to benefit our universities in terms of knowledge, experience and academic contribution, to continue their relationship with the academy by producing knowledge with students. We find this very valuable. We find this very valuable. By introducing some new restrictions to the proposal, exploitation, "There are also clauses that prevent the creation of contract periods due to arbitrariness or other relationship networks. This is an issue that should be appreciated as an improvement suggestion. On the other hand, the issue of strengthening the relations between technological transfer offices and our universities is also important."
Referring to the debate on teachers who cannot be appointed, Maviş stated that the need-oriented quota approach is at the center of their policies.
Stating that there is such a reason behind the issue of teachers who cannot be appointed, Maviş said, "If a correlation cannot be achieved between the needs of the Ministry of National Education and the quotas of our education faculties, we encounter other symptoms and problem areas. In this respect, I welcome YÖK's decision to narrow down the quotas. I consider this an issue that should not be abandoned." shared his opinion.
New Path Party Samsun Deputy Mehmet Karaman criticized the operating procedures of the commission. Arguing that the legislative activities of the commission have practically come to a halt, Karaman emphasized that the meetings that should be held with the call of one third of the members, as stipulated by the internal regulations, did not take place.
MHP Samsun Deputy İlyas Topsakal said that the basis of science and philosophy is language, therefore no institution whose language is not Turkish can neither write articles nor build a future.
Making evaluations about the problems of teachers working in private schools, Topsakal said, "Do you know what the problem of private school teachers is? Private schools have turned into businesses. Therefore, businesses do this, that is, they exploit their people." he said.
Stating that good laws have been made regarding private schools and certain standards have been introduced, Topsakal made the following evaluations:
"This year, the fines imposed by the Ministry of National Education on private schools are enormous. None of them comply with the rules. The situation of non-compliance with the rules, law and constitution, which occurs in normal society, continues in our private schools, it is as simple as that. So, we have a deficiency here. Look, teacher salaries in foundation private schools are better than public schools. There is no problem there. Why is it happening on this side? Because those schools are not normal schools, they are apartment schools, there is no garden, there is nothing. Children just go there and go."
"For the first time we will say 'you can't do this'"
YÖK President Erol Özvar also spoke after the completion of the discussions on the entire bill.
Pointing out that there are many well-established universities in Türkiye, Özvar wanted the discussions to be held without harming the reputation of the universities.
Stating that universities have become more visible in the lists published by international independent organizations, Özvar said, "Today, Turkey is the country that represents the highest number of universities in the top 1000 in the world after England in Europe. We should all be proud of this. For the first time in our history, 6 of our universities are ranked in the top 500. These are not the success of our university, but of our country and nation." he said.
Stating that the bill aims to strengthen higher education institutions against problems in their functioning and to eliminate the necessities brought about by the decisions of the Constitutional Court, Özvar said, regarding the regulation for institutions of foreign origin, "Until this article was introduced, if a private group came from abroad and provided university education in Türkiye, we could not say 'Why can you provide education here?'. For the first time, with your contribution, we will say 'Wait a minute. You can't do this.'" he said.
Şırnak University Rector Prof. Dr. Reacting to the allegations against Abdurrahim Alkış, Özvar reminded that Alkış made statements to the press many times and filed a criminal complaint to the prosecutor's office 4 times.
YÖK President Özvar continued his words as follows:
"For my part, I want to be a person who has tried to pay attention to people's rights throughout my life. He says, 'I have three relatives in Şırnak. While I was not the rector, they were civil servants, and while I was not there, they entered the university. After me, two relatives have come to the university in a becayis manner." He openly declares this to the public. That journalist says, 'These are written on his Facebook'. He has 5 thousand followers. 5 thousand people cannot see him, but he sees a man on Facebook? It's a shame, it's a sin, so we need to pay attention to this issue of people's rights."
