Mayor Hüseyin Can Güner, who was detained within the scope of the investigation carried out by the Ankara Chief Public Prosecutor's Office against Çankaya Municipality, was brought to the Ankara Courthouse after his procedures at the police station. Güner, who testified at the prosecutor's office, was referred to the criminal judgeship of peace with a request for arrest.
In his statement to the prosecutor's office, Güner stated that he worked as a freelance lawyer before serving as the Mayor of Çankaya and said, "I stopped working as a lawyer in order to be elected as the Mayor of Çankaya in the 2024 local elections. It is not possible for me to deal with the affairs of the municipality, especially the tender issues, one by one. There is no such thing in my job description, nor am I responsible for the tenders. The relevant directorates make preparations and make a request to the financial services directorate regarding the tender issues, and the central purchasing office of the financial services directorate carries out the tenders. However I would like to answer your questions based on the information I obtained during the judicial and administrative investigations that I will explain below. Regarding the complainant's complaints that he did not participate in the tenders subject to his allegations and that there were irregularities in these tenders; in the tender with tender registration number 2024/1152731, which was held by open tender procedure, there was a delay due to the ongoing construction site allocation procedures of the Ministry of Environment and Urbanization and the fact that this issue created uncertainty and the same tender process continued in the container procurement process, which was planned before me. "The tender with tender registration number 2024/1083351 was held by negotiation for a period of 2 months in order to avoid disruption of the work. The reason for this is that the process takes a long time in the open tender procedure and since the garbage collection work is an important job that affects public health, a delay was unthinkable. I do not have any information about why the complainant company was not invited to this tender or how the invited companies were determined," he said.
When asked about the secret witness statement, Güner said, "The person named Emre Doğan is a friend of mine from the party. We have known him for many years. He serves as a Council Member in Çankaya Municipality. This is my sincerity with him. I definitely do not accept the statements of secret witnesses. They are devoid of any basis and are of an abstract nature. As mentioned, Emre Doğan does not have a duty or authority in our municipality. We are being slandered. I do not know whether Emre Doğan has met or not. As I mentioned before, the company subject to the investigation is "I did not meet with the officials and I do not know them. I do not know how we met with the suspect named Ferit Onuruş in Istanbul in 2022. I think it was a pure coincidence. I was working as a freelance lawyer at that time and I do not know this person even today."
