(TBMM) - Labor Party Gaziantep Deputy Sevda Karaca reacted to the omnibus bill proposals on the Parliament's agenda at the press conference she held in the GNAT.
Karaca stated that the regulations discussed in the commission did not solve the problems of workers, laborers, teachers, academics, PTT employees and retirees, and argued that the government directed public resources to boss incentives.
Karaca, who said that "laws in bags and bags" were prepared in the Parliament, said, "If there are new incentives, new powers, new resources for the bosses, usurpation of workers' rights, insecurity and more exploitation, they are working hard like this."
Stating that the Unemployment Fund is intended to be used to transfer resources to employers again, Karaca reminded that the fund was created to provide income guarantee to unemployed workers.
Karaca said, "It is called the Unemployment Fund, but this fund has never been used in favor of the unemployed. Only 24 percent of the fund in 2024 and only 31 percent in 2025 has been used for the unemployed, that is, for its real purpose."
Karaca, who also criticized the supports to be provided to the manufacturing industry and the tourism sector, stated that tourism workers are under harsh operating conditions and said, "The state will pay the insurance premiums of the tourism bosses who employ workers 16 hours a day and leave the workers at the doorstep without accounting when the season ends, instead of the bosses."
Reminding that the omnibus law also includes regulations regarding the field of culture and arts, Karaca said that the crisis in the sector hit culture and arts workers first.
Karaca stated that they are not against public support, but this support should be used to ensure the survival of workers in the sector.
Arguing that the proposal designed public incentives in the field of culture and arts to "reward the commercial success of a handful of companies", Karaca stated that a model that increases employment, requires worker health and safety, and strengthens social rights was not discussed.
Karaca, who also reacted to the regulations regarding private education institutions, said that the demands of private school teachers, who have been struggling for years, were not included in the omnibus law.
Karaca stated that the demands for the right to a base salary, the abolition of fixed-term employment contracts, equal personnel rights with peer teachers in the public sector, freedom of union organization and guaranteed activity were excluded from the proposal.
Noting that there is no regulation in the proposal regarding the interview grievance of teachers waiting for appointment, Karaca said, "While teachers are resisting next to the Parliament, regulations are being made inside to revive private school bosses."
Touching on the changes planned to be made in the Higher Education Law, Karaca argued that the proposal was discussed in the public through student amnesty, but essentially included the transfer of inventions resulting from scientific research at universities to companies.
Karaca stated that incentives, tax refunds and various facilities were provided to private universities and said, "There is no academic freedom, no university autonomy, no democratic management, no freedom of expression, no job security, no equal pay, no union guarantee in the proposal."
Karaca, who also reacted to the appointment of faculty members being tied to security investigations and archive research, said, "We ask academics, 'What did you research, what did you produce?' not 'To whom did you object, which statement did you sign, which union are you a member of?' "They want to ask," he said.
Karaca said, "The university is neither the police station of the palace nor the R&D office of the capital."
Karaca, who also criticized the regulation regarding PTT, said that the proposal transforms the basic form of activity in PTT into an administrative service contracted personnel system.
Arguing that this means eliminating the concept of public service and liquidating PTT, Karaca stated that if the regulation is passed, secure employment in PTT will completely end.
Karaca stated that everything from recruitment to promotion, from wages to disciplinary processes will be left to the management's decision, and that the current PTT personnel are left between switching to contractual status at the expense of loss of rights or being sent to other institutions.
Arguing that acquired rights such as Pension Fund rights, retirement bonuses and green passports may be eliminated with the regulation, Karaca said, "We clearly say no to this regulation regarding PTT personnel."
Karaca, who also criticized the regulations regarding retirees, said that the government advocated a monthly increase of 3 thousand 552 lira for retirees, but most of the retirees had to work.
Stating that according to DİSK-AR data, the rate of working retirees is approaching 70 percent, Karaca stated that retirees cannot pay rent, have to combine their homes and have difficulty meeting their basic needs.
Reminding that the government announced a loan of 1 trillion lira to the manufacturing industry bosses, Karaca said, "They can distribute billions of lira to the bosses in one night, but when it comes to retirees, they make them calculate 2 lira in this Parliament for hours."
Karaca said that the omnibus bill proposals once again show that the government's preference is in favor of capital, not labor, and emphasized that public resources should be allocated to public services, not boss incentives.
Karaca said, "The Unemployment Fund belongs to the workers. Public resources should be allocated to public services, not to boss incentives. Secure employment, union organization, the right to collective bargaining and the right to strike must be guaranteed in all business lines, from PTT to private schools, from cinema to tourism."
Stating that no law without the say of the workers will solve the problems of the workers, Karaca said, "These laws only legislate the demands of the capital. We will continue to fight to say no to this and expose it."
