An important situation occurred for students who dropped out of university education for various reasons. With the bill accepted by the National Education, Culture, Youth and Sports Commission of the Turkish Grand National Assembly, the way for students who meet certain conditions to return to their universities in the 2026-2027 academic year has been paved.
The regulation involving university amnesty has not yet become law. The bill, signed by AK Party deputies and including student amnesty, was accepted by the National Education, Culture, Youth and Sports Commission of the Turkish Grand National Assembly. In order for the regulation to come into force, it must be accepted by the General Assembly of the Turkish Grand National Assembly and come into force by being published in the Official Gazette.
After the bill is discussed and accepted in the General Assembly of the Turkish Grand National Assembly, it is expected to be published in the Official Gazette with the approval of the President. If the regulation becomes law, students within the scope will be able to apply to the higher education institution from which their affiliation was terminated or where they gained the right to enroll within 4 months from the date of entry into force of the law.
According to the offer; Students who were dismissed for various reasons while studying in associate degree, bachelor's degree, undergraduate and graduate programs, and those who did not enroll despite being eligible to enroll in the university will be able to benefit from the amnesty arrangement if they meet the specified conditions.
However, the requirement is not to have previously benefited from amnesty granted within the same scope. The regulation also covers students who voluntarily cancel their registration.
The bill also includes some exceptions. Those convicted of terrorist crimes, intentional murder, torture, torment, sexual assault, sexual abuse of children, manufacturing and trading of drugs or stimulants, those whose registrations were canceled due to forged documents, and those whose relations were terminated due to their connections with terrorist organizations will not be able to benefit from the student amnesty. In addition, students studying at the Police Academy, Gendarmerie and Coast Guard Academy and some educational institutions affiliated with the National Defense University and whose enrollments have been terminated will also be excluded from the scope of the regulation.
If the bill becomes law, students who apply and meet the conditions will be able to continue their education from where they left off in the 2026-2027 academic year. In addition, students who benefit from the regulation will be provided with the opportunity to transfer to horizontal education and open education programs under certain conditions.
