According to the Bill on Amendments to the Higher Education Law and Certain Laws, which also includes regulations regarding student amnesty and higher education, professor, associate professor, doctor lecturer and research assistant positions will be created in 48 universities in order to meet the teaching staff needs of higher education institutions, especially the need for research assistants arising from medical specialization education quotas.
With the proposal accepted by the National Education, Culture, Youth and Sports Commission of the Turkish Grand National Assembly, the Law on the Organization of Higher Education Institutions is being amended. Accordingly, it is aimed to combine the faculties of Islamic Sciences, Health Sciences, Humanities and Social Sciences at İstiklal Science and Technology University with the relevant units at Sütçü İmam University and to eliminate duplication, since they are also located within Kahramanmaraş Sütçü İmam University.
Since it is aimed to structure Istiklal Science and Technology University as a science and technology-oriented higher education institution, the Communication and Tourism faculties of Istiklal Science and Technology University are connected to Kahramanmaraş Sütçü İmam University. Depending on the regulations, Elbistan Vocational School, Türkoğlu Vocational School, Onikişubat Vocational School will be connected to the Rectorate of Kahramanmaraş Sütçü İmam University. In addition, the Social Sciences, Science and Health Sciences institutes will be closed and the Graduate Education Institute will be opened.
In order for foundation higher education institutions to benefit from the incentive for the refund of income tax deducted from personnel wages, the requirement that at least 50 percent of the total number of students sought must be master's and doctoral students with thesis will be removed.
The name of Kahramanmaraş Istiklal University is being changed to "Istiklal Science and Technology University" as it is envisaged that its mission and vision will be changed and structured as a science and technology-oriented university due to the needs arising from the current situations. For this purpose, considering the activities carried out with TAI, the University will consist of the Faculty of Engineering, Architecture and Design affiliated to the Rectorate, the newly established Faculty of Computer and Information Sciences, Faculty of Science, TAI Faculty of Aeronautics and Astronautics, Elbistan Faculty of Business Administration and the School of Foreign Languages, affiliated to the Rectorate.
References made to Kahramanmaraş İstiklal University in the legislation will be deemed to have been made to İstiklal Science and Technology University.

The temporary article added to the Law regulates the transitional provisions of academic units transferred, merged or closed between İstiklal Science and Technology University and Kahramanmaraş Sütçü İmam University. The budget allocations, laboratory equipment and staff in these units are transferred to Sütçü İmam University along with their staff, the education rights and exemptions of registered students are protected and the transfer is made without any victimization, and the procedures for issuing diplomas are regulated.
The budget appropriations for the relevant year, the authority to accrue the appropriations in the budget, and the laboratory equipment of the higher education units connected to Kahramanmaraş Sütçü İmam University by changing their connection or name and connection while affiliated with Istiklal Science and Technology University will be deemed to have been transferred to Kahramanmaraş Sütçü İmam University without the need for any other action.
The personnel working in the units whose affiliation has been changed will be deemed to have been assigned to the university to which the unit is affiliated, and the staff and positions related to these personnel will be deemed to have been created, allocated and granted to the university to which they are affiliated, without the need for any further action.
Students studying in the Islamic Sciences, Health Sciences, Humanities and Social Sciences, Communication and Tourism faculties of Istiklal Science and Technology University will be transferred to the faculties of Kahramanmaraş Sütçü İmam University specified in the offer, effective from the end of the 2025-2026 academic year.
With the motion accepted in the commission, the provision regarding the closure of Afşin Health School and Göksun School of Applied Sciences, affiliated with the Rectorate of Kahramanmaraş Sütçü İmam University, and the transfer of the students studying in these schools to the faculties specified in the regulation of the same university, effective from the end of the 2025-2026 academic year, was removed from the bill.
Elbistan Faculty of Engineering, affiliated with the Rectorate of Istiklal Science and Technology University, will be closed and the faculty members there will be transferred to the Faculty of Engineering, Architecture and Design of the same University, and the students studying at the University's Elbistan Health Services Vocational School and Elbistan Vocational School will be transferred to Elbistan Vocational School, established under the Rectorate of Kahramanmaraş Sütçü İmam University, effective from the end of the 2025-2026 academic year.
Students studying at Türkoğlu Vocational School affiliated with the Rectorate of İstiklal Science and Technology University will be transferred to Türkoğlu Vocational School affiliated with the Rectorate of Kahramanmaraş Sütçü İmam University, effective from the end of the 2025-2026 academic year. Graduate students studying in the departments of Islamic Sciences, Health Sciences, Humanities and Social Sciences, Communication and Tourism at the Graduate Education Institute of İstiklal Science and Technology University will be transferred to the Graduate Education Institute of Kahramanmaraş Sütçü İmam University. Graduate students studying at Kahramanmaraş Sütçü İmam University Social Sciences, Natural Sciences and Health Sciences Institutes will be transferred to Kahramanmaraş Sütçü İmam University Graduate Education Institute, effective from the end of the 2025-2026 academic year.
With this arrangement, the units connected to Kahramanmaraş Sütçü İmam University, with or without a name change while they were affiliated with Istiklal Science and Technology University, will be transferred at the end of the 2025-2026 academic year. The announced faculty recruitment for these units will be completed by Kahramanmaraş Sütçü İmam University.
Graduation documents and diplomas to be given to students who were registered in units connected to Kahramanmaraş Sütçü İmam University by changing their affiliation or name and affiliation while being affiliated with Kahramanmaraş İstiklal University on the date when the regulation comes into force, will be given by the university to which the students were transferred, with the name of the university they were affiliated with on the date of registration, if the students request it. The Council of Higher Education will be authorized to resolve any disputes that may arise on this issue.
With the amendment made to the Law on the Regulation of Public Finance and Debt Management, the Minister of Treasury and Finance will be authorized to receive grants within the framework of the procedures and principles stipulated in the regulation for the external financing that the Turkish-Japanese Science and Technology University will provide from the Government of Japan and/or Japanese country organizations on its own behalf, without being included in the investment program for the year.
The name of the university, which is included in the Public Financial Management and Control Law as Kahramanmaraş İstiklal University, is being changed to "İstiklal Science and Technology University".
According to the regulation made in the Security Investigation and Archive Research Law, faculty members working in higher education institutions will be added to those who will be subject to security investigation and archive research.
